既に仙台市では2019年より条例施行されておりますが、これが来年4月より宮城県全域で始まります。具体的には自転車利用者（未成年の場合は保護者）に自転車損害賠償保険等への加入義務、走行中の安全配慮義務、ヘルメット着用の努力義務等が課されます。条例それ自体に罰則規定はないものの、交通事故発生に対しては道路交通法や民法による民事罰のみならず、刑事罰が適用されることもあり得ます。ちなみに飲酒後の自転車運転も飲酒運転の適用対象となりますのでご注意ください。（2020年12月8日）
While the same ordinance has been already enforced in Sendai, it will be enforced all over Miyagi pref. since April 1, 2021. Specifically, it defines that joining the bicycle liability insurance is mandatory, the obligation of security while biking, the obligation to make effort to wear the helmet etc. It doesn't define the penalties in it, but not only Road Traffic Law but also Civil Code and even the criminal punishment could be applicable once any traffic accident would happen. We should be vigilant that riding a bike after drinking alcohol shall be justifiably treated as drunken driving. (8/DEC/2020)
